PayPal in Pakistan: What Works and the Legal Route

We could not find any page on paypal.com that offers Pakistan residents an account that can receive payments, and PayPal’s Pakistan help center carries an article on accounts that can only send. PayPal’s US and UK user agreements accept individuals only if they live in those countries. The legitimate route is a US LLC or UK Ltd that you own applying for its own PayPal Business account, subject to PayPal’s review.

Does PayPal work in Pakistan?

Not for receiving money, as far as PayPal’s own pages show. We checked paypal.com on 27 September 2026 and found no Pakistan service that lets a local personal or business account receive payments. PayPal’s help center for Pakistan carries an article titled "Why does my PayPal account have only send capabilities?". An account that can only send lets you pay for things abroad, but not get paid.

Before you sign up, look at what PayPal’s own site says an account registered in Pakistan can do on the day you apply. If it can only send, it will not solve the problem most freelancers and sellers have, which is getting paid by overseas clients and customers.

PayPal can change its country services at any time. If paypal.com starts offering Pakistan residents a receiving account, that is the simplest option, and we will update this page when we see it on PayPal’s own site.

Why you cannot simply open a US or UK PayPal account

PayPal’s user agreements tie accounts to where you live or where your business is registered. A Pakistan resident does not meet the rules for a personal account in the US or UK.

  • United States: PayPal’s US user agreement, under "Opening a PayPal Account", says an individual must be a resident of the United States or one of its territories and at least 18. A business "must be organized in, operating in, or a resident of, the United States or one of its territories."
  • United Kingdom: PayPal’s UK user agreement says it applies only to PayPal accounts of residents of the UK, Guernsey, the Isle of Man and Jersey. A business "must be registered in one of the above countries or territories."

Using a friend’s US address, a relative’s identity or a made-up address to fit those rules is giving PayPal false information. The US agreement lists providing "false, inaccurate or misleading information" as a restricted activity, and the UK agreement lets PayPal act where "you gave us inaccurate information and we wouldn’t have opened your account had you given us correct and complete information."

The legitimate route: your company’s own PayPal Business account

A company is a separate legal person. A US LLC is organized in the United States, and a UK Ltd is registered in the United Kingdom, whoever owns it. That is why a Pakistani founder who owns a US LLC or a UK Ltd can apply for a PayPal Business account in the company’s name in that country, with the company’s real details and the founder’s real identity. Meeting the business test is not the same as approval: PayPal still reviews the company, the people behind it and what it sells.

What PayPal checks and what to expect

PayPal verifies the business and the people behind it, and it can hold money while it does. From PayPal’s own agreements:

  • Tax and business details. The US agreement says PayPal may ask for your tax identification number and other tax documents or information. For a US LLC that means the EIN, so get your EIN before you apply.
  • Identity checks. The UK agreement lets PayPal act if you do not provide confirmation of your identity or information it requests under its anti-money laundering and other regulatory duties.
  • Holds for new sellers. Under "Holds, Limitations, and Reserves", the US agreement says new sellers or sellers with limited selling activity can have payments held, and these risk-based holds generally stay in place for up to 21 days from the date the payment was received. The UK agreement names a limited trading history and missing identity information as reasons PayPal may hold payments.
  • Longer holds. The US agreement lets PayPal hold a balance for up to 180 days if reasonably needed to protect against liability or if you have broken its Acceptable Use Policy.

In practice, keep every detail consistent: the company name exactly as on the formation documents, a real business address, a website or store that shows what you sell, and a bank account in the company’s name so money moves between the company’s own accounts. Why "verified PayPal account for sale" offers are a trap

Pre-made or "verified" PayPal accounts for sale are opened with someone else’s identity or with false details. They break PayPal’s terms, and the person who pays for one carries all of the risk:

  • The account is not in your name, so you cannot prove it is yours when PayPal asks for identity documents.
  • PayPal can limit the account and, under the US agreement, hold the balance for up to 180 days, or longer where a court order or regulation requires it.
  • The seller still knows the login, email and phone number, and can take the account or the money back.
  • Money from your clients ends up in an account that legally belongs to a stranger.

We do not sell pre-made, aged or verified accounts, do not open accounts under another person’s identity, and do not hold client logins. A company you own, with an account in its own name, is slower to set up but is the only version that lasts.

Pakistan-side rules in brief

Owning a foreign company and receiving money through it does not take you outside Pakistani rules. The State Bank of Pakistan sets foreign exchange rules for residents who invest abroad and for export proceeds, and the FBR taxes residents on foreign as well as Pakistani income. Alternatives to PayPal in Pakistan

You do not need PayPal to get paid from abroad. The main options, each with its own published rules:

  • Payoneer. Payoneer’s Pakistan guide says you can get paid like a local in the US, UK, EU and other regions and withdraw funds to a Pakistani bank. It works for individuals and for companies; see Payoneer account setup.
  • Wise, through your clients. Wise says residents of Pakistan cannot directly sign up for Wise accounts, but clients abroad can use Wise to send money to your Pakistani bank account in PKR. Whether Wise onboards a company you own is decided in its review; see Wise Business account setup.
  • Stripe, through a US LLC or UK Ltd. Stripe does not list Pakistan on its global availability page, but a US or UK company may be eligible; see Stripe account setup.
  • Bank wires. A client can always pay your Pakistani bank account by international transfer. It is slower and may cost more in bank charges, but it needs no third-party account.

Common mistakes

  • Opening a PayPal account registered in Pakistan and expecting to receive client payments into it.
  • Using a relative’s or friend’s US or UK details to open a personal account.
  • Buying a verified account and losing the balance when PayPal limits it.
  • Forming a company but giving PayPal a registered agent address as the place of business.
  • Letting anyone else, including an agent, keep your PayPal password or phone codes.
  • Skipping the Pakistan-side tax and SBP questions because the company is abroad.
